Land Exchange of Critical Importance
Passage of the Southeast Arizona Land Exchange and
Conservation Act is critical to the future of the Resolution
Project. We were unable to meet our 2007 goal, which
was to secure clear bipartisan support for federal passage
of the bill. For a variety of reasons, the legislative process
involving the exchange took longer than expected. This
delay is impacting our project schedule, which in turn slows
the flow of economic and societal benefits we provide to the
communities in which we operate.
Despite the fact that the legislation has not yet passed, there
was progress last year. The bill:
• Was introduced to both the US House of Representatives
and the US Senate in July 2007.
• Was placed under consideration with the House Natural
Resources Committee, Subcommittee on National Parks,
Forests and Public Lands chaired by Congressman Raul
Grijalva. A hearing was held on November 1, 2007, at which
RCM past president John Rickus testified on behalf of the
Resolution Project.
The bill must also be considered at the committee level
in the Senate, and we are working with the congressional
delegation to help move the bill through both houses during
2008.
